Mystery driver brings down utility poles
A single-car crash at the corner of Lasalle and St. Peter streets Wednesday afternoon left two utility poles destroyed and the Iberia Parish Sheriff’s Office searching for a driver who fled the scene on foot.

One back pain relief product that has run into some mixed reviews is the DaVinci Tool Soft, which sells for about $17 on Amazon. People praise the product for its ability to release trigger points in the neck region, reduce charley-horse cramping in the calves and to relieve general neck tension. However, others criticize the product for its inability to hold one's full body weight, treat sciatica or make any noticeable difference on back pain. Generally, this tool is designed to induce relaxation and to be used on more delicate areas, so if you want something harder, you may want to try the DaVinci Tool Firm or the Body Back Buddy cane.

To use the DaVinci Tool Soft, you lie down, placing the device at the top of the neck/base of the skull, and relax. You can position the tool in various locations to relieve tension, ease muscle spasms or treat sore spots. Each side of the tool has different patterns to work on your back in slightly different ways. The DaVinci is also commonly used by partners to minimize hand cramping or fatigue.

The DaVinci Tool Soft may not be rigid enough if you plan to work exclusively on the lower lumbar/mid-back areas -- which are better served by the blue DaVinci Tool Firm. However, the red Soft version is designed primarily for the delicate head and neck regions. It's also recommended that you use this tool as a companion to the Body Back Buddy cane or the Spine-Worx alignment system.

The DaVinci Tool Soft has received some positive reviews for its use on sore necks, tension headaches, aching calf muscles and skull tension. "I especially like how it can get under your shoulder blade," says Douglas Figueredo of New York. "I am using this product at the base of my skull to open up my cervical vertebrae," explains R. Anderson of Southern California. "This is a great little tool for pressure point therapy," relates an anonymous reviewer from Washington D.C., who adds: "[It] also works great for relieving tension in my neck that causes headaches."

A number of reviewers say that the DaVinci Tool Soft is not as effective as other products they've tried. Consumers have mentioned the Body Back Buddy cane, the Spine-Worx Realignment system, the Real-Ease Neck Relaxer from Dr. Riter, the DaVinci Tool Firm or even tennis balls! A number of reports mention that it's hard to figure out how to use the DaVinci since there are very few instructions. General complaints are that it's "too soft" to really get at the aches and pains or to hold one's body weight. The DaVinci isn't for everyone, but for $17 it could make a good traveling companion to reduce stress.

"great purchase for the price"

i just got this set for my new apartment, and overall, i'm really happy with it. the knives are very sharp, ergonomically well designed, and look pretty on the counter. that being said, you should know that this set is not one of the higher quality henckels sets - a fact betrayed by the price. they are very light and somewhat delicate, so a bit difficult to weild with control, and poorly suited to cutting through tougher material such as bones. of course, some may find light knives convenient, but i would have preferred heavier blades and handles, especially on the bigger knives. the santoku knife was the most disappointing because it was thin and very light. the rest are fine as they are, and cut with great precision, especially given the price. there are a few of extra slots in the block, which, while strange, came in handy for my old homeless knives. also, the set pretty muuch covers the range of needs and preferences for cutting absolutely anything (except bone-in chicken/fish, since the knives are a bit delicate). if you're not looking for a lifetime keeper set, then this is a great set for you. i really love mine, and plan on keeping it until i can splurge on a $$$$ set.

The Alcatel OT708 is another addition to the list of touch screen mobiles available in the market. Most of the touch screen mobiles do not work properly and are too slow but this phone is an exception. It has an excellent navigational speed and the touch screen is really efficient. The screen works on the resistive technology rather than the capacitive technology. This handset is accompanied by a stylus that rests at the bottom of the set. The screen is 2.4 inches wide.

The Alcatel OT708 is a very economic phone as well. It has all the basic features and is also not very expensive. The camera provided by the company has a resolution of 1.3 megapixels. The camera is not very high on the resolution factor but is ideal to take a few quick pictures which can be sent through the MMS facility on the phone. The handset does not have a dedicated button which can turn on the camera, still it is very easy to locate the camera option in the menu and the camera can be opened within a fraction of seconds.

The Alcatel OT708 has a QWERTY keyboard which gives it a very elegant look. This mobile phone comes in very flashy colors such as metallic blue, silver and acid green. These colors lend a very trendy look to the phone. This device can be very easily connected to other devices with the help of an A2DP, Bluetooth or a USB. It has an internal memory of five megabytes and has a microSD slot through which this memory can be easily expanded. It has the capacity to store around eight hundred contacts and can also store twenty each of dialed numbers, received calls and missed calls.

The Alcatel OT708 also comes loaded with a FM Radio with RDS and a music player which can support files having AAC and MP3 format. The games like ball and motorboat further increase the entertainment value of the phone. It also is equipped with a high quality battery which has a stand by time of three hundred and fifty hours and a talk time of four hundred and eighty minutes.

Peshawar - Police on Monday arrested a German national who was leaving Pakistan's Islamist militancy-plagued tribal region while wearing a burqa, security officials said....

In 1953 the Department of Health, Education and Welfare became a cabinet level department in the United States. In 1979 the Department of Education Organization Act split HEW into the Department of Education and the Department of Health and Human Services. HHS is responsible for the health, safety and well-being of residents of the United States. This mandate also extends internationally for cross-border health and safety issues.

HHS administers over 300 programs with a budget of over $737 billion. HHS mission includes a wide range of human issues, including substance abuse, Medicare and Medicaid, childrens health, health disparities, disease prevention and health promotion. It is the largest grant-making department within the Federal Government.

In 1979 the Department of Health and Human Services established the Office of Small and Disadvantaged Business Utilization to develop and implement outreach to the small business community. The Office performs its mission through small business fairs, procurement conferences, trade group seminars, conventions and forums.

The Office of Small Business Development, also called OSDBU, is host to Vendor Outreach Sessions that happen twice monthly. The purpose of these sessions is to introduce and educate vendors on the small business program and to provide them information so that they can effectively market their products and services to HHS.

The Department of Health and Human Services is the only executive agency where Small Business Specialists report to the OSDBU Director. These Small Business Specialists are located within the eleven agencies of HHS.

Every day, these Specialists work with Contracting and Program Office staff, so as to determine the best acquisition strategy; they also work to make their approach unified so that when vendors deal with Health And Human Services, this unity will benefit them.

Currently, HHS does not provide grants or loans to help small businesses get going, but it is in fact the largest organization to make grants within the federal government. It has over 300 grant programs today, and it handles mission-specific topics, which are in turn delegated among the various HHS operating agencies. The Catalog of Federal Domestic Assistance profiles all Federal grant programs; these provide financial assistance and include HHS programs. In addition, specific points of contact for obtaining applications or additional information are also provided.

Vendors who are interested in doing business with Health And Human Services do not have to have any special certification, but instead, the Small Business Administration provides certification to firms under the Business Development Program, the Historically Underutilized Business Zone Program, and the Small Disadvantaged Business Program. Businesses that are Women-Owned, Veteran Owned, Service Disabled Veteran Owned, or Small Businesses are generally managed with self-certification. Self-certification is not challenged unless or until an interested party or competitor provides protest to it. In addition, an HHS Contracting Officer may request that the SBA provide a size determination.
