Warship officers say female commander suggested sex
A senior female naval officer suggested to two male lieutenants on the warship HMAS Success last year that she was available for sex, an inquiry heard today.

Citizens and merchants in many areas of New York City have been complaining that legal NYC parking spaces are taken by cars sporting "official business" parking permits - when they aren't on official business. The complaints also allege that oftentimes these vehicles block crosswalks and ramps; thus restricting access to storefronts and businesses. Not surprisingly, with Manhattan street parking being among the most difficult to find, the loudest complaints have come from areas in downtown Manhattan, such as Chinatown.

New Study Shows NYPD Among Biggest Culprits

The organization Transportation Alternatives recently released a study which, using nine neighborhoods as it's sample area, documented NYC parking permit abuse among various New York City employees. Their study yielded the following key findings:

* The NYPD is responsible for 46% of illegal parking permit abuse. This is by far the largest share of any single agency.

* Regarding NYC parking permit abuse which caused safety hazards (blocking fire hydrants, parking on sidewalks, in front of crosswalks, intersections, and bus stops) the NYPD fronts the pack with 61% of overall abuse.

* Concerning valid NYC parking permits used illegally at the curbside (illegally parking at signs with riders forbidding that particular permit's usage), the NYPD bears responsibility for 63% of the abuse.

* Court Officers are responsible for the majority of fraudulent NYC parking permits with 54% of the total. This is followed by Corrections, Court Clerks, and the FDNY.

* 77% of NYC parking permit holders use their permits illegally.

Clearly, the City is causing many of it's own parking problems. A spokesman for the NYPD said the Transportation Alternatives analysis was flawed because it only looked at known trouble spots but added that the NYPD will ticket permit holders for parking illegally.

Defence chief is 3-star general
THE Chief of Defence Force, Major-General Neo Kian Hong, headed a list of 499 officers from the Army, Navy and Air Force who were promoted in ceremonies yesterday. Post Office Bay: A Postal Service with Two Centuries of History

Imagine receiving from an unknown person that has traveled from a little pacific island directly to your home, a letter written by a loved one who has used the same mail delivery system once used by sailors and pirates of the 18th Century. This is only possible in the Floreana Island, at a place called Post Office Bay that has been operating for more than two centuries.

In 1793, due to the sailors' needs to communicate with their families back home while they were away hunting whales at the Galapagos Islands, the Royal British navy officer James Colnett decided to establish a letter delivery system based on a simple premise: "Everyone can drop off his letters, but he must also take the mail having his same destination and deliver it to its addressee". Colnett installed a wine barrel as a mailbox and everyone followed his revolutionary system. As they arrived to the island, the ships would drop off their correspondence and pick up the one they could deliver. Nowadays, that mailbox at the Floreana Island is still working, but this time the 217 years old tradition is kept alive by tourists.

Ironically, the Post Office Bay system sometimes works faster than the normal postal service, and it is way more convenient because it is for free. So go on and send a letter to your loved ones while visiting the islands, it will surely be a nice surprise for them and become another reason to fall in love with the Galapagos Islands!

What is the best survival knife? Would it be better to have a survival kit instead?

I think the knife itself could be replaced with a small kit and several smaller knives, for spear heads and arrows? What do you think? Still, I acknowledge that a knife is handy, so which one would you choose?

Yes, a survival kit is the essential equipment you carry with you when away from civilization. A good knife is part of that. Most of us can forget Rambo, we don't have to deal with the humans coming to get us! So, what's the knife for?
1) building a fire - I chose a fixed blade knife that weights more than a half pound. I can split sticks with it to make kindling to start the fire. I found a CRKT one about 8 years ago, has served me well. (similar link below, check out other brands that store has). Bring a butane lighter, too.
2) building a shelter - you need something stout enough to cut or chop some strong branches, collect some fir or pine for insulation, make a lean-to, etc. Include a roll of dental floss (very strong and couple hundred yards!) and you will be set
3) food getting? I've never been in an area that I could speer any food. I need a gun for food. Or just carry a couple energy bars, just in case. That will get you through the first 48 hours.
4. defense - you with the broken leg, lying at the bottom of the cliff surrounded by coyotes and mountain lions - yeah, a knife might help as a last resort. I'd be embarrased to be in that situation WITHOUT a knife, ha! That is where the sheath knife comes in handy, easy to get at.
5. digging - yeah, maybe - make a foot hold, anchor a post for a shelter, level a fire pit, dig a toilet, uproot a rock, etc
6. first aid - cut branches for a sling, etc. Don't cut your snake bite unless you know what you are doing.....

Put it all in a fanny pack and always take it with you. Don't forget about the compass (no batteries- always works), map, little flashlight, butane lighter (test it), water purifyer or tablets, emergency blanket (mylar wrap) and filled water bottle as a minimum.

The Coalition of Sailors Against Destructive Decisions, a grass-roots effort started in early 2009 by a chief and a few petty officers in Norfolk, Va., is now Navy-wide.

Many mortgage lenders/brokers treat their loan officers (who are their salespersons) as independent contractors. Those loan officers are paid on a commission based on the successful funding of a loan. The mortgage lenders/brokers pay the loan officers either as each transaction closes or on a periodic basis. The amount paid to the loan officer contains no deduction for federal, state or local taxes. Frequently, the loan officer does not receive any benefits, such as company-paid health insurance or paid sick or vacation time. At the end of each year, the mortgage lenders/brokers issue IRS Form 1099s to their loan officers.

As a mortgage lender/broker, you cannot classify whether your loan officers are independent contractors or employees. That task has been given to the Internal Revenue Service, the U.S. Department of Labor, your state unemployment insurance agency, your state department of labor and your state workers compensation insurance agency. Although each agency has its own guidelines, typically the determination turns on the degree of control that the mortgage lender/broker exercises and the degree of independence that the loan officer enjoys. When the mortgage lender/broker has the right to dictate what will be done and how it will be done, then the loan officer is an employee. The government agencies look at facts concerning the behavioral control of the loan officer, the financial control of the loan officer and the relationship between the mortgage lender/broker and the loan officer. The Internal Revenue Service has a 20 factor test to determine whether an employer/employee relationship exists. Such factors include whether the loan officer has to comply with instructions, gets training from the mortgage lender/broker, works exclusively for the mortgage lender/broker, whether the loan officer can independently hire assistants, whether the loan officer has set hours of work, whether there is a continuing relationship, and whether regular reports must be given to a supervisor. The IRS seems to have a bias towards finding an employer-employee relationship. Even if the mortgage lender/broker has a written agreement with the loan officer classifying him/her as an independent contractor, that is not binding on any federal or state agency.

If you have been treating your loan officers as independent contractors, when in reality, they pass the 20 factor test as employees, what are the ramifications? If the Internal Revenue Service or Department of Labor find you have misclassified employees, they will require you to pay back withholding taxes plus interest, or they can assess fines that can bankrupt a company, or even file criminal charges against the owners. Once the IRS has come in, other federal and state agencies follow right behind them and assess their fines and penalties as well. If there is anything left, the loan officer can sue for unemployment compensation, retirement benefits, profit sharing, vacation pay, disability or any other benefit that he/she would have received as an employee. Many mortgage companies have gone out of business because they treated many of their loan officers as independent contractors and did not comply with wage-and-hour laws

How does the Internal Revenue Service or Department of Labor find out about you? Usually, a dismissed loan officer will file for unemployment benefits or a disgruntled loan officer will make a telephone call to the agency. And the agency will always follow up.

You should also be aware that the agency that approved your lender/broker license considers the loan officers to be employees because you have responsibility for their actions. Although some states do not require that the loan officers be W-2 employees, they will not care how you classify the loan officer who is in regulatory hot water. The Banking Departments are concerned that your company supervises the people operating under the auspices of your license. This requires that you supervise the activities of your loan officers regardless of whether you pay them as employees or as independent contractors. After all, you are responsible for any violations of the mortgage lender/broker law, rules and policies committed by anyone, including a loan originator, operating under your license. Therefore, it's in your best interests to supervise them.
